FIELD: chemical industry, petrochemical industry and other branches of industry. SUBSTANCE: water containing organic admixtures is treated in constant electric field at electric field intensity gradient no less than 0,01 W/cm2 and concentration of chlorine-containing substance of 0.01+-2.0 mass-% ; treatment is performed in turbulent mode by means of device which has electrodes located in pipe and made in form of truncated cone-shaped branch pipes connected by means of coupling made of dielectric material; branch pipes are used for passing water; branch pipes are mounted coaxially with no contact between them with their vertices directed to each other along axis of pipe at distance sufficient for passage of current in liquid; pipe is made of dielectric material or its interior is coated with dielectric material; outer portion of inter-electrode space is filled with inert solid dielectric which is non-soluble in water.
