FIELD: agricultural engineering. SUBSTANCE: device comprises working tool with electrodes of high-frequency capacitor, and electrically-operated belt conveyor. Working tool has a rolling-contact bearing whose cage is made of a dielectric material. Outer and inner bearing races with equal center angles are made of conducting and dielectric materials. The bearing has a cutout equal to the length of one segment while electrodes are installed on conducting segments of the outer race which is rigidly connected with the cage. Lead-out terminals of the high-frequency generator are connected alternately with the conducting segments of the inner race. The outer race 5 is connected with belt conveyor.
