Thermal expansion coefficients of film-forming binder materials and insulating plate are sufficient to ensure compensation for internal tensile stresses in coating film. Appliance may be provided with ornamental case in the form of frame. Ornamental member may be made of oil dye and in the form of artistic picture. In the course of manufacture, ornamental member is mounted and secured simultaneously with electric heater resistive element periodically connected to power supply.
