The working part is made in the shape of a tube of the round or oval cross-section with slanting end cut. The longitudinal slot is made open. One of the slot sides is the cutting edge of one of the working parts. Part of the tube formed by the slanting cut is the cutting edge of the other working part. The section whose working edge is the slot side is made shortened in comparison with the other one. Its end is bent towards the tube center. The slit near the open part is made expanded.
