FIELD: power engineering. SUBSTANCE: engine has massive rim 2 which encloses hub 3 and is connected with three-dimensional members mounted on the hub. The members are made up as cylinders 4 or bellows which can change their radial sizes under the action of fluid pressure. Hub 3 is the slide valve of the control unit having baffle 6, valves 16, and inlet space 7 and outlet space 8 connected with inlet branch pipes 9 and outlet branch pipes 10 respectively. When the fluid is fed through inlet branch pipe 9, inlet space 7 of the slide valve, and opening 14 made in the bottom of three-dimensional members coupled with the inlet space, the rim moves in the radial direction, is disturbed from equilibrium condition, and is set in rotation under the action of the positive gravity force affecting one of the rim sides. The rotation is transmitted to shaft 1 of the engine. Unbalance of the rim is constantly maintained during rotation owing to emptying the three-dimensional members on the other side from the 0-0 axis of the engine rotor.
