FIELD: powder metallurgy. SUBSTANCE: apparatus has power source with charging device, accumulator, metal billet-wire blasting reactor including metal shell, two electrodes, billet feeding mechanism and powder and gas discharge branch pipes. Power source has commutator connected with accumulator and reactor. First electrode is isolated from shell and connected with commutator and second electrode is connected with shell, earthed and positioned in spaced relation with respect to billet, with space-billet diameter ratio being within the range of 5-10. Billet feeding mechanism is electrically isolated from shell and is provided with wire coil, wire feeding rollers and wire deformation unit, which is positioned in spaced relation with respect to second earthed electrode, with space being equal to 20-40 diameters of billet. Reactor is connected via branch pipes to powder collector, which is provided with pipe for returning gas into reactor and container for powder.
