FIELD: surgery. SUBSTANCE: apparatus has cylindrical case 2 along the axis of which motionless pneumatic turbo-engine 3 with impeller 19 is disposed; pneumatic turbo-engine is controlled by bushing screen 4. Impeller 19 is tied with hollow shaft 20 provided with optical-fiber control unit. Apparatus also has pump 5 for cooling and lubricating area of cutting, guide wire 6 with external flexible shaft 7 located in catheter 8. Shaft 7 is connected with movable tool 1 which is connected with control handle 16 mounted for movement in recess 15 of case 2. Apparatus also has clutch 10 made in form of bushing 17 with non-circular cavity, fixed inside impeller 19. Additional shaft 20 is placed inside the cavity for axial motion. Shaft 20 is fastened to pump 5 for rotation. Pump 5 can move and connects tool 1 with handle 16 across flexible shaft 7. Handle 16 is fixed rigidly to case of movable pump 5. Bushing screen 4 is provided with movable and motionless plates 26 and 27 correspondingly mounted along the axis. The plates have compressing surfaces for guide wire 6 and two screws 28 and 29 screwed one inside the other. Screws are oriented in perpendicular to longitudinal axis inside motionless additional bushing 25 of bushing screen 4 for interaction with movable plate 26. Pin 30 is mounted head of external screw 28. Free end of the pin is disposed inside profiled groove 31 made in rotary bushing 24 of bushing screen 4.
