FIELD: medicine. SUBSTANCE: method involves exposing both eyes to light radiation of the same wavelength belonging to visible spectral band of 400-700 nm and illumination intensity of 5 to 100 lx. One or both eyes are irradiated with blinking light radiation which blinking frequency is equal to 0.06-1 Hz. The device has spectacles with light-insulated eye-pieces each of which has light scattering reflector inside of which light source is mounted and removable light filter is set in front of the light source. The device also has unit for adjusting light emission blinking frequency, unit for adjusting light brightness, switching unit providing prescribed light stimulation of each eye and control unit.
