FIELD: organic chemistry. SUBSTANCE: method is carried out by chlorination of ethylene with the help of chlorine, the process takes place at temperature from 20 C to boiling point of reaction mass (84 C and higher) in the medium of liquid 1,2-dichloroethane in the presence of complex catalyst. Triplet catalytic systems including complexes of halide of metals (e.g $$$) with nitrogen-containing donors and inhibitors of radical reactions are used as mentioned above catalyst, its quantity being 0.1-2.0 mass %. Hexamethyl phosphotriamide and pyridine are used as said nitrogen-containing donors. 2,6-di-tert-butyl-4-methylphenol, p-nitrophenol, 2,2-di(p-oxiphenyl)propane are used as mentioned above inhibitors. EFFECT: improves quality of desired product.
