SUBSTANCE: active electrode contains the base and the additive of solid electrolyte composed of Bi2O3-Y2O3, or a mixture of electrolytes Bi2O3-Y2O3 and ZrO2-Sc2O3, or a mixture of Bi2O3-Y2O3 and ZrO2-Y2O3 in the amount of 3 to 20 percent by mass. Chromites, manganites or cobaltites of composition LNxCa1-xMe1-yMyO3, or LnxSr10xMe1-yMyO3, where Ln - La, Nd, Sm, Gd Me-Cr, Mn, Co; M-Mg, Cu, Co, Mn, Cr; 0.5=>x=>0.2; 0.1=>y=>0 are used as the base representing a compound of the perovskite type with electron conduction.
