FIELD: electric engineering. SUBSTANCE: device has resistive element which is made from carbon non-woven material which is treated with cement or cement with fluoroplastic latex. Electric insulation layers which cover both sides of resistive element are made from fiber glass fabric with fluoroplastic cover. In addition device has current terminals which are connected to resistive element through electrolyte connection. Cement or cement with fluoroplastic latex may contain polytetrafluoroethylene in order to achieve greater flexibility of heating element or may contain binder which has microcellular structure and id treated with silicon oil in order to increase heat conductivity rate. Electric connection is made using deposition of copper layer on surface of resistive element using contact reduction. EFFECT: increased reliability for specific heating power greater than 1.0-1.5 kW per square meter. 4 cl, 1 dwg
