Chamber 1 has system of three unlike electrodes 6,7,8 encapsulated in case which presents set of elements so mounted one after another that each element 8 of one electrode which is signal one is arranged between two other high-voltage electrodes forming together with signal electrode two equally sensitive volumes 13 and 14. First one of them has material 18 emitting charged particles in reaction with neutrons and sensitive to neutrons and metal supports 10 on which elements of each electrode are anchored. Projection of at least one support of signal electrode on axis of electrode system exceeds height of set of elements in the latter. Each extreme element of electrode system is fastened together by electric welding II to support of high-voltage electrode of second sensitive volume. Absolute value of voltage U-o
established in power supply source of this sensitive volume does not exceed absolute value of voltage U+o
