FIELD: water treatment. SUBSTANCE: all areas are involved where directed alteration of water characteristics is required. Invention relates to installation containing in series installed electrolyzer with electrodes made of insoluble material in the form of coaxial cylindrical cathode and rod anode installed in dielectric bushings and ultrafiltration diaphragm of ceramics based on zirconium, aluminium, and yttrium oxides also installed in dielectric bushings and separating interelectrode space into anode and cathode chambers with lower inlets and upper outlets; flotator with device to feed and remove water being treated and device for separating flotation sludge, wherein water-feed connecting pipe is connected with cathode chamber inlet, cathode chamber outlet pipe is connected with water-feed device of flotator, and flotator water drain pipe is connected with anode chamber inlet, whereas treated water drain pipe is connected to anode chamber outlet. Installation additionally contains container with carbon or manganese dioxide or carbon/manganese dioxide catalyst with upper inlet and lower outlet. Flotator may be made in the form of sealed cylindrical/conical vessel and installed with its expanded part upwards. Water-feed device is constructed in the form of tangential entry and is disposed in upper part of flotator. Flotator water-drain device is disposed in lower part of flotator, whereas in its upper part, there is flotation sludge removal means. Flotator water-drain device is constructed in the form of axially installed vertical tube with its inlet in bottom part of flotator. Before flotator, means to saturate water with air is installed made in the form of water-jet pump or ejector. On the line connecting flotator outlet and anode chamber inlet, connecting pipe for removing a part of water being treated in cathode chamber and flotator.
