FIELD: nonchemical water treatment processes. SUBSTANCE: starting solution is prepared by combining low-mineralized aqueous solution or drinking water with high-mineralized electrolyte solution. Then, starting solution is treated in anodic compartment of diaphragm electrochemical reactor. According to invention, high-mineralized electrolyte solution, prior to be combined with low-mineralized solution, is treated in cathodic compartment of the same reactor. Treatment is carried out in circulation mode inside circuit and pH of medium in the circuit is maintained between 12.5 and 13.5. Part of high-mineralized electrolyte withdrawn from circuit is used to be combined with low-mineralized solution in such proportions as to provide mineral concentration of starting solution within the range 0.3-5.0. Volume flow of starting solution through anodic compartment is 100 to 500 times that of high-mineralized electrolyte through cathodic compartment. Treatment is carried out until pH 7.2-8.2 and redox potential from +250 to +800 mV measured against silver chloride reference electrode are attained, while difference of pressures in anodic and cathodic compartments is maintained at a level ensuring filling of diaphragm pores by anolyte to the depth constituting 70 to 100% the thickness of diaphragm. Pressure difference is maintained either by maintaining reduced pressure in cathodic compartment and circuit or by maintaining overpressure in anodic compartment. Invention can be applied in all areas where disinfecting solutions are utilized. EFFECT: reduced corrosive activity of solution, reduced consumption of power and materials. 7 cl, 5 dwg, 1 tbl
