SUBSTANCE: thermal plant has chimney stack, heat-utilizing assembly, and combustion chamber connected to fuel treatment and supply system and to oxidizer treatment unit, as well as stack-gas heat recovery unit provided with heating surfaces and connected to heat-utilizing assembly and to chimney stack; in addition, it is provided with sewage delivery piping, rectification column connected to heater-condenser of acid condensate rectification steam and acid condensate neutralizer; heat-utilizing assembly and combustion chamber are made in the form of boiler with furnace provided with mixer, steam-generating heating surfaces, convective shaft accommodating at least one heating surface of stack-gas heat recovery unit and frictional stack-gas condenser in bottom part whose gas outlet is connected through stack-gas recovery unit to chimney stack and liquid outlet, to rectification column; boiler furnace mixer is connected by means of sewage delivery piping through acid condensate rectification steam heater-condenser to sewerages system; mentioned heater-condenser is connected by its acid condensate steam outlet to acid condensate neutralizer.
