FIELD: railway transport. SUBSTANCE: device has low-resilient damping gaskets 3 pressed by bolts 4 and arranged between pickup head 1 and its supports 2, rigid shock absorbing conducting gaskets 7 placed and flexibly compressed between surfaces of clamping members of supports 2 and lips 5 and corresponding surfaces of foot of rail 6. Shock absorbing gaskets 7 are made of material with modulus of elasticity 3.6 to 4.2 times smaller than that of material of rail, supports and lips and specific resistance 2.5 to 5.7 times smaller than specific resistance of material of rail, supports and lips. Thickness of each shock absorbing gasket is selected within 0.023 to 0.031 of its width related to length of contact surface within 1:2.0 and 1:2.6 and diameter of clamping bolts 8 within 14.1 and 18.1 relative to thickness of shock absorbing gasket. Damping gaskets 3 are made of low-resilient material. Thickness of gaskets is selected within 5.5 and 9.5 relative to thickness of shock absorbing gaskets.
