FIELD: operation of internal combustion engines, farming, medicine, various technological processes. SUBSTANCE: device includes dielectric housing with treatment chamber which is brought in communication with inlet and outlet pipe unions. Negative electrode is earthed and is mounted on the outside of housing opposite treatment chamber; extended positive electrode connected to high- voltage source inside housing is provided with pointed projections perpendicular to its longitudinal axis along entire length of electrode. Several versions of positive electrode are proposed. Treatment chamber may be made in form of spiral-like passage. Sharply nonuniform electric field is created in chamber and constant magnetic field which is nonuniform in space is additionally created due to introduction of permanent magnets at alternating polarity; action of this field is intensified by magnetic shield.
