FIELD: hydroelectric and wind-electric plants. SUBSTANCE: device has vertical energy-take-off shaft carrying cylindrical sections whose height, diameter, and quantity depend on device power capacity and depth of medium current wherefrom energy is to be extracted; sections are built up of top and bottom disk holders with optimal number of blades of optimal size inbetween, in parallel with shaft, over external concentric circumferences; blades are installed without angular clearances or with certain relative angular overlapping; they are shaped as two mating bows of different size; larger bow is placed closer to shaft and smaller one, at greater distance from it; chords of bows are relatively perpendicular and inclined through 45 deg to radius drawn from shaft axis to extreme remote point of smaller bow and its chord on external circumference of holder; when moving, blades face fluid current with their concave sides and prevent its useless ingress between them and enable its use over width greater than device radius minimizing current resistance to their convex sides in their return to working position.
