SUBSTANCE: water is treated with high-voltage surface discharge directly on water surface with voltage rise rate of not less 10 ≥ 1013 V/s and rate of voltage drop of not less than 10 ≥ 1012 V/s. The device comprises chamber for treated liquid, high-voltage supply source and, at least, one high-voltage electrode located directly on water surface and a grounded electrode located on chamber bottom.
