Polymeric composition of material layer contains, mass %: bitumen 5-8, polyethylene 5-15, synthetic rubber production waste 10-25, rubber reclaim 10-20, indenecoumarone resin 2.0-2.5, paraffin 2.0-2.5, asbestos 3.0-3.5, iron-silicon powder - the balance.
