SUBSTANCE: windmill has platform 1 free to turn about vertical axis that mounts vertical stabilizer 2 for setting it into wind, runner 3 with horizontal shaft 4 perpendicular to vertical stabilizer provided with supports on vertical mounts 5 and coupled through gear transmission 6 to power take-off shaft 7, parallel rings 8 fixed on shaft, adjustable blades 9 placed inbetween and fixed on axles 10 which are parallel to shaft and have mounts arranged symmetrically in center and secured on rings, blade operating mechanism 11, and runner speed stabilizer 12; vertical stabilizer has set of parallel streamline plates 13 braced together by means of straightening and guiding stabilizers 14 placed one on top of other and made in the form of respectively curved streamline horizontal plates.
