SUBSTANCE: lower portion of movable axle 3 is provided with rectangular surface sections 11 and ring groove 12 designed for engagement in turn with gripping members 2 and limited from top and bottom by ring projections 13 and 14 intended for engagement with housing 1 and gripping members 2, respectively. Upper portion of movable axle 3 is provided with cross slots located diametrically opposite to each other, and with insert installed for movement around longitudinal axis of housing 1. Handles 5 and pins are rigidly secured in insert. Pins of insert are located in cross slots of movable axle 3 made in direction coinciding with direction of movement of handles 5 in horizontal sections of 
-shaped slots 8 of housing 1, and gripping members 2 are made in form of bell cranks. Housing 1 is provided with rectangular slots 18 located opposite to rectangular surface sections 11, and bell cranks are arranged in rectangular slots 18 of housing 1 for limited turning.
