FIELD: optics. SUBSTANCE: optical switching-over element has substrate 1, nonlinear element 2 located on surface of substrate. Nonlinear element 2 presents thin film of material with low refractive index nl and microcrystals inserted into it formed from material with high refractive index nh and having size d found from relationship 0,2•ao< d < 3ao, nm, where ao is Bohr radius of excision of starting high refractivity material. Plate of material with low refractive index or plate of high refractivity material including metal with coat based on material with low refractive index is used as substrate 1. Nonlinear element 2 is deposited on substrate 1 by any known method of growth of films, in particular, by method of vacuum sputtering.
