Clearance formed between rotor and inductor 3 communicates with electrolyte-property liquid source. Rotor is made in the form of barrel. At least two pairs of coaxial electrodes 5 and 7 are made on surfaces of rotor and inductor 1 which face the clearance. At least on pair of electrodes 7 is placed between inductor poles. Anode and cathode materials on inductor and rotor at electrode pairs 5, 7 adjacent along axis of shaft 3 are alternating; inductor cathode and anode electrodes 5, 7 and anode and cathode electrodes of rotor are electrically interconnected.
