FIELD: metallurgy, namely steel melting in converter with combination blowing. SUBSTANCE: method providing carbon content of steel less than 0.015% comprises steps of blowing melt by oxygen from upstairs through tuyere and by neutral gas through bottom tuyeres for the whole melting process, changing flowrate of neutral gas, determining chemical content of melt, measuring its temperature, discharging melt to ladle and feeding killing agents to it. When carbon content C1 of melt achieves 0.02-0.06% at 1680-1720 C oxygen blowing is interrupted and neutral gas is blown with specific flowrate determined according to relation Q=Kx(C1-C2), where Q - specific flowrate of neutral gas from time moment of achieving carbon content of melt equal to 0.02-0.06%, cubic meter/ton of melt; C1 - carbon content of melt before feed of neutral gas with flowrate Q,%; C2 - necessary carbon content of melt after termination of neutral gas feed with flowrate Q,%; K=(60-130)- empirical coefficient taking into account law of removing carbon oxide out of melt by means of neutral gas bubbles and set according to value of the above mentioned difference (C1-C2), cubic meter/%. ton of melt.
