FIELD: locking devices for protecting cargo rail cars, containers, tanks, grain transportation hoppers from getting of unauthorized persons. SUBSTANCE: locking-sealing apparatus has casing with axial opening for cable, cable motion restricting thrust secured to one end of cable, spring-loaded balls positioned in inclined openings and adapted for cooperation with cable. Inclined openings are made in casing walls and communicated with axial opening to define curved slots. Ring engageable with spring-loaded balls is positioned in stepped-diameter opening made in casing wall adjacent to curved slots. Ring is manufactured from material more soft as compared to that of balls and is covered from outside with protective washer provided with axial profiled opening conformable to cable section. Projections of washer profiled opening are axially aligned with inclined opening axes. Control plate for application of individual tradename is mounted on cable motion restricting thrust. Control plate is provided with two openings. Free end of cable is passed through one opening and lead sealing member blank is inserted into other opening. When pressed by punches, lead sealing member billet forms seal. Profiled slot is positioned in casing of locking-sealing apparatus adjacent to stepped-diameter opening. Protective washer is mounted in profiled slot for limited rotation to provide getting of balls into spaces between cable yarns. Cover with axial opening for receiving cable is positioned on casing at the side adjacent to washer.
