FIELD: instruments, in particular, design of low- frequency linear compensation acceleration meters and angular movement detectors. SUBSTANCE: device has moving plate 1 which has flat extensions 2 and vertical extensions 3 which are made from conducting material. Flat extensions 2 are connected to ends of conducting flexible ribbon tension members 4 which opposite ends are connected to conducting frame 5. Surface of plates 6 has thin-film stationary electrodes 7 and thin-film planes 9 which embrace around stationary electrodes 7 and spaced from them by gap 8. Planes 9 are located over extensions 3 with space 10. External terminals of planes 9 are connected to frame 5. Electrodes 8 and planes are spaced from thin-film shielding electrodes 11 by means of dielectric material of plates 6. Said electrodes 11 are connected to each other.
