FIELD: construction engineering. SUBSTANCE: this is line of new building materials comprising ash-slag resulted from burning refuse and one kind of industrial waste with general content of CaO+MgO of at least 35% used as binding component and also alkali inclusion (industrial waste as regular material) with pH of at least 11 used as activator of chemical process in interaction of two aforesaid initial solid components. Newly developed materials are actually lean concretes and they are of high strength, water- and frost-resistance, they reliably chemically bind together heavy metals into compounds which are practically insoluble in acid, alkali and neutral media. Therefore they can be ecologically and economically efficient when used for building bases for motor roads, railways, airfields, waste dumps, dam cores, various foundations, etc. instead of sand, crushed stone, gravel mixtures, etc., thus making unnecessary speedy utilization of natural resources of building materials.
