FIELD: medicine, surgery. SUBSTANCE: a cutter has two handles connected by hinges, the first handle is installed at a body that has an inclined knife connected with internal plunger by the second handle. Inclined knife and plunger are made of current-conducting material, a body is designed as a cylinder made of dielectric with a working part as gas-stopping means supplied with hermetizing gasket. At the same time a thrust inclined plate that has inclination angle corresponding to that of a knife is installed at the working edge of a body. EFFECT: higher efficiency to conduct cutting of constricting ring at operation of ventral hernia under pneumoperitoneum conditions. 3 cl, 2 dwg
