SUBSTANCE: system has a supply source and a high-voltage source connected to spark-gap electrodes, it is additionally furnished at least with one time-schedule controller pulse generator and a programmed pulse repetition frequency and duration controller; the supply source is connected to the time-schedule controller, and the high-voltage source is connected to the pulse generator connected to the pulse repetition frequency and duration controller. The effective range of the programmed pulse repetition frequency and duration controller is negative-limited by characteristic time of development of ionization process, and it is positive-limited by time of spark-discharge generation at a preset speed of air flow in the spark gap and distance between the spark-gap electrodes.
