FIELD: exhaust jet energy conversion. SUBSTANCE: stream is accidentally expanded at inlet of diffuser and its circulating flow is organized. In case of decrease in diffuser inlet pressure, gas transfer from circulating-flow region to reduced-pressure area is reduced. When diffuser inlet pressure rises, gas transfer from circulating-flow region to reduced-pressure area is decreased. Swirl chamber walls in device are arranged along potential direction of vortex flow. Swirl chamber communicates through header with two pipe connections provided with throttle valves one of which communicates with diffuser outlet or with high- pressure source and other pipe connection, with atmosphere or with low-pressure source.
