FIELD: alternative power supplies of higher power capacity. SUBSTANCE: plant has two carrying systems inserted one into other and rotating at different angular velocities. One carrying system is made in the form of pontoon and its blade-free surface rests on water surface and has ring rail; other system has additional blades and rests on this rail. Pontoon and ring are joined through flexible links with hub edges of separate energy converters coaxially installed inside pontoon ring on fixed base. Links are arranged along chords of pontoon and ring, respectively. EFFECT: improved conditions for wind flow interaction with plant components; improved efficiency. 3 cl, 1 dwg
