FIELD: plastic metal working, namely shears with parallel cutters for cutting rolled stock, possibly in cogging mills and billet hot rolling mills. SUBSTANCE: upper support with eccentric shaft is arranged in frame with plane-parallel guides. Lower support whose upper end rests upon eccentric is joined by its lower end with flat guides. Guides engage with rotary blocks placed in horizontal plane and mounted on axles secured to lateral walls of upper support. Flat guides are inclined relative to vertical line by angle A selected according to condition 1^o<A<3^o.. Given relationship determining inclination angle of guides provides almost vertical motion path of cutting edge of lower cutter. EFFECT: enhanced quality of shearing rolled billet. 2 dwg
