FIELD: plastic metal working, namely shears with parallel knives for shearing rolled pieces in reducing and billet hot rolling mills. SUBSTANCE: shears for rolled piece with lower shearing include frame with plane-parallel guides supporting upper rest with eccentric shaft. Upper end of lower rest is supported by eccentric of said shaft. Lower rest is joined by its lower end with upper rest by means of guides engaging with slider arranged in horizontal plane under shearing edge of upper knife and mounted on axles secured to lateral walls of upper rest. Horizontal plane containing slider axes is spaced by distance H from shearing edge of upper knife. L/3 < H < 2L/3, where L - stroke of lower knife. Guides are rectilinear ones.
