FIELD: hot-rolling blooming and billet mills. SUBSTANCE: shears have frame with plane-parallel guides. Under carriage with upper blade mounted on eccentric shaft is positioned in the guides. Upper end of lower carriage with lower blade thrusts upon eccentric of shaft eccentric, and lower end is coupled to upper carriage through rectilinear guides interacting with turning slides. They are mounted on axles secured in side walls of upper carriage. Axle of eccentric shaft main journals is shifted from vertical plane passing through cutting edge of upper blade towards upper carriage by value Δ, determined by relation , where e is shaft eccentricity; K is distance from cutting edge of lower blade to axle of eccentric shaft main journals along vertical.
