FIELD: electrochemical capacitors and similar miscellaneous energy storages. SUBSTANCE: electrochemical energy storage has electrodes spaced apart through ion conductor-electrolyte; each electrode is, essentially, substrate made of material chemically or electrochemically inactive in electrolyte which conducts electrons and does not conduct ions; one or both sides of substrate are covered with electrochemically active surface layer obtained by chemical and/or electrochemical treatment of salts or alkali of material coating the substrate in acid solutions, material composition satisfying formula M1(1-x)M2(x), where 0.4 ( x ( 0.9; M1 is metal-expander of group Al, Zn, alkali or alkali-earth metals or their combinations; M2 is negative-electrode metal of group Fe, Ni, Cp, Cd or their alloy, or alloy of at least one of these metals and one or more modifying metals of group Cu, La or lanthanides, Mo, W, Mn, V, Ti, Sn, Pb, Bi, Cra; M2 is positive-electrode metal of group Fe, Ni, Co, Ag, or their alloys, or alloy of at least one metal of this group and one or more modifying metals.
