SUBSTANCE: capacitor has electrodes isolated by ionic conductor (electrolyte) of which one is negative electrode made of carbon material of high specific surface area that implements charge storage in double electric layer on electrode contact surface and electrolyte; other one is positive electrode made in the form of substrate of electricity and ion conducting material chemically and electrochemically inactive in electrolyte that implements charge storage due to convertible process of electrochemical reactions in single- and multiple- molecular layers of products of reaction between electrode material and electrolyte; substrate carries on one or both sides electrochemically active surface layer obtained by treatment of substrate coating with solutions of acids, salts, or alkalis; coating composition satisfies formula M1(1-X)M2(X), where 0,4≤x≤0,97; M1 is aerator metal of group Al, Zn, Sn, alkali and alkaline-earth metals and their combinations; M2 is metal of group Ni, Co, Ag or their alloys, or alloy of at least one of these metals and one or more modifying metals of group Na, or lanthanides , Mo, W, Mn, V, Ti, Bi, Sb, Fe.
