FIELD: waste water treatment. SUBSTANCE: invention relates to biological treatment of waste waters, more particularly to starting biological treatment plants utilizing initiating preparations based on activated sludge. Method involves concentrating activated sludge, basically from secondary settlers of fish hatchery, vacuum-filtration dehydration to active moisture level 0.820-0.850, and, finally, packing and wrapping which are performed simultaneously in vacuum into waterproof material, e.g. polymer film. Moisture level attained in proposed method preserves oxidation capacity of biomass for long-term storage in vacuum package. When thus stabilized sludge inoculate is added into treatment module, designed oxidation power is attained for 7-120 hr. EFFECT: increased oxidation-inducing characteristics. 3 cl, 3 ex
