FIELD: automatic control systems. SUBSTANCE: inner circuit includes adaptive three-position governor with mean position depending upon load of object. According to result of operation of inner circuit, control apparatus provides connection of object with control signal of inner or outer governor. When subsidiary parameter is out of setting zone inner control circuit operates. When said parameter is again in setting zone inner circuit is deenergized and outer circuit is driven. Integral component of output signal of outer governor is formed by means of inner governor and it is equal to signal value of mean position of three-position governor at time moment of deenergizing of inner circuit. Shock-free transition to operation of outer governor and formation of power relay control action in inner circuit provide enhanced control of main parameter. Time-separate operation of inner and outer circuits allows to use well known technical calculation procedures for tuning governor in single-circuit systems. EFFECT: enhanced responsibility, lowered overshooting at change of parameters of object or load, simplified procedure of calculation of tuning parameters of governors. 2 dwg
