FIELD: packing of cigarettes. SUBSTANCE: cigarette packs have external transparent film wrap and excise wrapper which is located on inner side of external wrap and is connected with the latter so that face surface of excise wrapper is pointed outwards. It is expedient to place excise wrapper to break it by pulling tear-off strip of external wrap. This improved external appearance of wrap. Device for making blanks for pack external wraps has excise application device installed after glue application device. Excise application device provides placing of excise wrapper in zone of glue points. EFFECT: enlarged operating capabilities. 13 cl, 4 dwg
