SUBSTANCE: device has pair of clamps for first and second films, at least one heater for heating both films to be welded in clamped position and at least one knife for cutting off one off first and second films in clamped - up position. Device has additionally pair of levers arranged for moving forwards and backward and clamping members, with heater and knife being installed on each lever. So, part of film left behind point of connected of first film (from first spool in operation) is cut off by knife. Machine used at following step of process is not to be stopped.
