FIELD: locking cars and railway containers and attaching lead-seals. SUBSTANCE: members for locking the length of rope are arranged in flat body; they are made in form of two spring-loaded rollers provided with two circular bores on lateral surface for engagement with lateral surface of length of rope; rollers are mounted in mandrel rigidly secured in body. According to one version, sealing information is made on information element located on outer surface of mandrel; according to other version, end-piece is provided for information which is secured on free end of rope which is pulled via through holes in walls of body and mandrel, with first end of rope length rigidly secured in body preliminarily.
