SUBSTANCE: according to invention, throttling device has throttling member made of artificial material which fills slot made on mounting shaft for rigid connection without possibility of turning. For manufacture of throttling member injecting tools are introduced into suction channel. Injection tools coming in contact with outer side surface of mounting shaft form, by means of recesses, a space in form of throttling valve which forms the valve when filled up with artificial material.
