SUBSTANCE: system includes container filled with toxic compounds and discharge initiating source for plasma chemical decomposition of toxic compounds; discharge initiating source consists of pulse electron-emitting source connected with input and output of high-voltage impulse generator through electron-emitting source parameter control system and through one output of data processing system; inputs of data processing system are connected with current meters located in metal chamber and connected by means of current busbars which are connected on one side with metal cells toxic compound containers are placed and with metal chamber on other side; metal cells are located on dielectric plate inside metal chamber.
