FIELD: ferrous metallurgy; may be used in production of high-grade rail steel in arc furnaces with use of vanadium-containing materials. SUBSTANCE: method includes melting of charge, oxidation with formation of slag and removal of oxidizing slag, reduction, introduction of vanadium-containing material, deoxidizing of slag and metal in furnace, tapping of steel and slag into ladle and subsequent metal deoxidizing in ladle. Vanadium-containing material is used in the form of vanadium slag which is introduced after removal of oxidizing slag in mixture with lime and fluorspar with their ratio of (0.8-1.0):(0.4-1.0): (0.2-0.4), respectively. Formed during reduction period is slag with basicity of 1.5-3.0 and amounting to not more than 2% of heat weight. Slag is deoxidized by portion additions of deoxidizing agent up to attainment in slag of less than 3$ of iron oxide. First, tapped from furnace is slag, and then steel.
