SUBSTANCE: porous bed of high-melting material is formed on surface of fuel-element central gas space by introducing finely dispersed powder into fuel material. Size of powder fragments is comparable with that of fuel material particles and its amount is 1 to 5 volume percent. EFFECT: improved cooling conditions of fuel element. 2 cl, 2 dwg
