FIELD: electrical engineering. SUBSTANCE: device has pressurized housing, which has two members for heat supply and removal respectively. In addition device has heated and cooled communicating compartments, ion-conducting membrane with electrodes on outer and inner surfaces, current terminal with insulation. One of compartments has heat supply system, another one heat removal system. It has hydraulic and vapor collectors, heat reflection screens. In addition device has third member which is used for heat insulation. Inner surface of heat removal member of housing is covered with capillary structure which is communicating to collectors through pipes. Cooled compartment is provided by wall of heat removal member of housing, capillary structure heat-insulation housing member, outer wall of vapor collector, inner surface of ion-conducting membrane with inner electrode, and inner surface of cap. Heated compartment is provided by hydraulic collector, inner wall of heat supplying member, outer surface of membrane with external electrode and outer cap surface. Heat reflection perforated screens are mounted on heat-insulated housing member inside cooled compartment. Current terminal runs through cooled compartment; its one end is connected to current pickup and inner electrode of ion-conducting membrane. Its another end is insulated with respect to housing.
