SUBSTANCE: device has inner electrode, which is mounted in outer electrode using support passing insulators each of which is made from conducting material and designed as cone metal spring of round wire. Invention specification provides equation for number of turns of spring and for ratio of distance between adjacent centers of wire cross section which run through spring axis with respect to wire diameter taking into account diameters of inner and outer electrodes, wave resistance of coaxial transmission line, absolute magnet and dielectric permeability of vacuum, specific dielectric permeability of environment in coaxial and tolerant level of time constant for increment of coaxial line transient characteristics using given insulator.
