The device has a laser radiator with a matrix of laser radiation sources, monitoring indicators, laser pumping current stabilizers, self-sustained oscillator and a phase splitter. The laser radiator is positioned in a body, for example, of a rectangular shape, with a handle-holder hinge-joined to the body of the laser radiator for convenience of use.
