FIELD: wind-power engineering. SUBSTANCE: rotor has vertical shaft 1, at least two radial yokes 2 fixed to shaft 3, and wing-shaped vertical blades 3 each fixed with shaft 1; each blade is rigidly fixed on end of yoke 2 in parallel with shaft 1; according to invention, each yoke 2 is provided with air semi-wing 4 whose root is coupled with blade 3 and with additional wing-shaped blade 5 fixed on end part of semi-wing 4. Semi-wings and yokes are set at definite angle to horizontal plane. Due to such arrangement, rotor efficiency is raised to 40-45%; rotor starts moving at wind velocity as low as 2 or 3 m/s and its runaway at wind velocities as high as 50-60 m/s is excluded.
